NIWA Reveals Human Error Caused Boat Accident That Killed Actor Junior Pope, Four Others

The National Inland Waterways Authority (NIWA) has officially confirmed that human negligence not mechanical failure or poor weather was the cause of the tragic boat accident that claimed the life of popular Nollywood actor Junior Pope Odonwodo and four crew members in April 2024.

Speaking during a multi-modal transportation stakeholders forum held in Abuja on Thursday, NIWA Managing Director Bola Oyebamiji dismissed earlier speculations of equipment malfunction or environmental interference. Instead, he attributed the fatal incident to a blatant disregard for established safety protocols by those on board.

“It was not mechanical failure, not impediments in the water, and not weather challenges,” Oyebamiji stated. “The root cause was purely a flagrant disregard for the rules and regulations guiding inland waterway travel.”

He revealed that despite the availability of life jackets, the passengers involved in the accident chose not to wear them, a decision that ultimately led to their deaths when the boat capsized.

“This was entirely avoidable,” he added. “NIWA has invested significant efforts into raising safety awareness and providing essential safety tools like life jackets. But when passengers refuse to comply, the consequences can be tragic as we have seen.”

The forum, which brought together stakeholders from across Nigeria’s transport and aviation sectors, was also attended by key officials, including Minister of Aviation and Aerospace Development Festus Keyamo, the Director-General of the Nigerian Safety Investigation Bureau (NSIB), the Director-General of the Nigerian Meteorological Agency (NiMET), and Air Peace CEO Allen Onyema.

Oyebamiji emphasized the need for stronger public cooperation with regulatory authorities to ensure safety standards are not just policies on paper, but practices observed in everyday travel.

Actor Junior Pope, along with four others, drowned when their boat capsized on the Anam River near Cable Point in Asaba, Delta State. The group was returning from the location shoot of the film Another Side of Life, directed by filmmaker Adanma Luke. The tragedy sent shockwaves through the Nollywood community and led to renewed calls for stricter enforcement of water safety laws.

NIWA has reiterated its commitment to enforcing safety compliance across Nigeria’s inland waterways and called on transport operators, filmmakers, and the general public to treat safety measures as non-negotiable.

“This should be a wake-up call,” Oyebamiji concluded. “Lives can and should be saved, but that responsibility begins with each of us choosing to follow the rules.”
